Vehicles not registered

Hi a question was asked of me and I'm not sure how to answer it. I contacted Mass DEP and according to them you can only get a OHV sticker if it's registered. So what do home built buggy's do that are not registered?

There is a discussion thread around here someplace on this but if I recall correctly anyone building a full tube up buggy would need to save receipts for all parts being used to show sales tax paid and proof of ownership. The engine block Serial # becomes the new VIN.

But owners do not need a sticker on their own property!!!! :mrgreen:

If one person owned it that'd be true but the person's friends would need OHV registration.
It's the law.
I believed that to be true (but we own it!?) and it's not. It's not true on any tracks, boat slips, etc.

If the NEA4WD is going to promote legal off highway vehicle recreation, it's a disservice to members that could be ticketed there.

I re-read chapter 90b and cannot find ANY mention that property owners are exempt from the registration requirement.

If property owners are exempt then my position is that every member is an owner and is therefore exempt.

I don't understand your comparison with tracks or boat slips. People using tracks and boat slips generally don't own the track or boat slip.

That's exactly how they have enforced it, too, but usually they're enforcing more than one law at the time.

So where are we?
Vehicles need the OHV registration in Massachusetts on public and private property to be compliant with state laws. License plates or not. It's enforceable on private property.
