Save the RTP Grant Program

Please take a moment to review this important information and pass this around to your clubs! The NEA has taken advantage of the RTP Grant Program for the benefit of 4x4s and hopefully more 4x4 clubs will have the chance to do this.

This is a FEDERAL program, so this is NOT specific to NH

NH’s Delegation is not listed as members of the committee that would need to make a change to put dedicated funding back into the proposed Highway Bill for RTP; however they should be aware of its impact to NH.

In this day and age the public supports is for repairing the nation’s infrastructure and not use highway funds for other uses; however the RTP is similar to NH’s Grant In Aid program in that is it funds from gas tax on motorized vehicles for their off-highway use. It is not funds from on-road use.

This program has helped fund $1,000,000 of trail grant projects in NH annually for many years and it is the only source of grant funds for many of your organizations. Its loss would be heavily felt in NH. The Senate E & PW Committee has removed its dedicated funding status and sent the bill to the Senate Finance Committee. Once the bill gets rolling the opportunity to save RTP will likely be gone. If it of value to you and your organizations please contact our Congressional Delegation about it.

The Recreational Trails Program (RTP), arguably the most important government program ever created to benefit motorized recreation (as well as non-motorized recreation) faces a big hurdle in transportation reauthorization legislation! As you know the RTP funds the development and maintenance of thousands of miles of motorized trails, but without action the RTP may be eliminated.

Senate Environment and Public Works Committee Chairman Barbara Boxer has proposed legislation that will threaten the very existence of RTP and has already passed it out of Committee. It is imperative that we make sure that Chairman Boxer and the other Members of the Environment and Public Works Committee understand how important RTP is to us and to urge them to protect dedicated funding for the RTP in a manager's amendment before the bill moves forward.

I added this message and sent it out using their formatted system.

The RTP is a very important resource to help build and support our trail system here in America. The funds from this program are used in many important ways, from the development and building of new trails, maintenance of existing trails, to patroling trails to keep them safe and family friendly. Our First Lady Michelle Obama has been leading a campain to promote good health. A strong trail system is a great resource for families to use to get outdoors and be active and stay phisically fit. 30% of the RTP must be used for nonmotorized recreation and strongly supports this segment. Loosing the RTP would have a very negative impact on the continued success of our trail systems. Please protect dedicated funding for the RTP in a manager’s amendment before the bill moves forward.

I would guess that like many antimotorized people, they don't realize the impact removing this will make on ALL outdoor recreation users, even the "green" ones.

Yes that is correct Scott, everybody should send a message to both links. The second is for our local Congressmen should it continue through the commitee. It would be good for our congressmen and women to know where we stand on this before they are faced with it.

Bad news for NH..... :(

Dear Statewide Trails Advisory Committee members:

Please spread the word to your member organizations. We received this email from the Federal Highway Administration yesterday afternoon. What it means is that all RTP funds awarded to NH for this year (2012) have just been rescinded.

The current grant round will be put on hold, or cancelled, shortly. FHWA noted in a recent email today that we will get more $ back when a new highway bill is signed, but the current format of a Federal Highway Bill does not have dedicated funding for RTP anymore.

Reality is this may have just eliminated that RTP in NH. We will be following up with FHWA and our Congressional delegation over the next few days.

We have been advised by our Headquarters Office, that they have revised the FY 2009, 2010, 2011, and 2012 (through March 31, 2012) apportionments based on a technical correction to the Recreational Trails formula. These adjustments will cause New Hampshire’s overall Recreational Trails program funding level to decrease by $677,624. As of December 13, 2011, New Hampshire’s total unobligated balance for the Recreational Trails program is $676,383. So, in order for us to be able to put the revised apportionments into FMIS, the amount currently in the Recreational Trails program codes for NH would need to be increased by $1,241.

Please implement the necessary adjustments to de-obligate $1,241 in Recreational Trails funds.

Disappointing but expected. I am thankful we received our reimbursement because I had low expectations for that.

The following message was sent to the Coaltion for Recreational Trails Council of Advisors. The message is important for any group who has an interest in the future of the Recreational Trails Program. Right now, that future is pretty bleak. We need to work to improve the chances of the RTP program for the future. Remember, this is the single biggest source of funding for OHV trails in the nation. It is also paid for entirely by the un-refunded federal OHV gas tax.

The Americans for Responsible Recreational Access website will also have information about the program and efforts made to keep the RTP in the future. Let's make sure to flood the Senate's phone lines and e-mail boxes so they understand how important this program is.

The Recreational Trails Program is in very deep trouble. The U.S. Senate Environment and Public Works Committee has approved transportation reauthorization legislation known as MAP-21 that would effectively eliminate the RTP by stripping the program of its dedicated funding.

But all hope is not lost.

CRT and its member organizations have been working to identify key Champions in the Senate with the aim of having an amendment to restore dedicated funding for the RTP added to the bill before it is considered by the full Senate.

Reaching this goal will not be possible without your help.

Now is the time for all organizations and individuals who support RTP to tell their Senators to protect dedicated funding for this absolutely essential program.

The key messages are simple:
• Unless the bill is changed, MAP-21 will effectively eliminate the Recreational Trails Program; and
• Please amend MAP-21 to include dedicated funding for RTP.

Other helpful messages include:

• For the last two decades, RTP has received a portion of the gas taxes paid by users of off-highway motorized vehicles to fund trail building, maintenance and other trail-related projects. More than 13,000 projects have been funded across the country for all kinds of trail uses. This is a very successful program.

• At its current level of annual funding – $85 million – RTP receives less than 42% of the Federal Highway Administration’s conservative estimate of the federal gas taxes paid by America’s nonhighway recreationists. The Senate bill would reduce that percentage to zero and represents a substantial new tax on motorized recreation enthusiasts.

• The return of gas taxes to trail users through the RTP is in keeping with the user-pay, user-benefit philosophy of the Highway Trust Fund. Ending dedicated funding for RTP takes these gas taxes away from the people who pay them. Ending dedicated funding for RTP is bad public policy and just plain wrong.

• The RTP is the foundation of state trail programs. If the RTP loses its dedicated funding, organized trail planning and development will simply vanish in many areas of the country.

We need to show the United States Senate just how many Americans are committed to the Recreational Trails Program. If we don’t act, the very backbone of trails in America may be forever lost.

The United Four Wheel Drive Associations are sending their Legislative Advocate to Washington DC in early February to discuss the pending Surface Transportation bill that eliminates the dedicated funding mechanism, upon which the entire Recreational Trails Program (RTP) relies. Without dedicated funding, administrating entities do not have to fund the RTP Program. While the Program would still exist in name, it is extremely doubtful that adequate funding would be supplied without Federal direction.

I wonder if they can sneak in an amendment that eliminates the "small state exception" that gives RI an excuse to sidestep the motorized use requirement of RTP?

Doubtful....but right now the fight is just to KEEP the RTP....this is a huge concern for ALL trail users, especially non-motorized.

In NH we have the Grant-In-Aid program from a % of our OHRV stickers> This fund goes towards trails and equipment but this money is ONLY for the motorized users that feed into the program. The Non-Motorized trail users/managers are really upset, they greatly depend on the RTP for many different programs throughout the state from the WMNF to the bike path from Goffstown into Manchester to the Fisher Cat Stadium.

It was discussed during the NH STAC meeting....basically urging members to call their Congress critters and beinging back methods to find funding for non-motorized users

I was surprised too but then I realized which recreational groups were hurt the worst by this in NH....non-motorized. ATVs, Trail Bikes, and Snowmobiles have the Grant in Aid program. Non-motorized only have this avenue for funds.

IMHO non-motorized get 30% of the RTP from gas taxes spent by motorized vehicles off of public ways as "hush" money. They certainly don't use gas in the woods! :mad2: Whatever.....that wouldn't be as bad but they also get their hands into the 40% multi-use trails". At least NH views this in a way that is fair, multi-use being both motorized and non-motorized. Some states (like the communistwealth) view this 2 different use groups like hikers and mountain bikes giving non-motorized potentially 70% :mad2: 70%??? ARRrrrrrg

Transportation Reauthorization Conferees Need To Hear From You

The House and the Senate have their own versions of the transportation bill, which has now moved on to a conference committee. Although RTP funding was preserved in both the House and the Senate Bill, anything can happen in the conference committee. Please contact the Conference Committee Members and urge them to support RTP funding at the highest level in the final bill.

The Americans for Responsible Recreational Access (ARRA) has made it easy for you. Just TAKE ACTION! and use their form to send your note. If possible, adding your personal note to the bottom of the letter can help add weight to its content.

Good news for NH :hello: :up:

Great news for trail funds in NH; they are secure for trail organizations. The Recreational Trails Program was continued through September of 2014 in the new Federal Highway Bill, at 2009 funding levels. The one new provision in the bill that was added for RTP was that a Governor could “opt out” of the program and use the funds for highway projects if they should choose so.

Governor Lynch confirmed to us yesterday afternoon that he has no plans to “opt out” of the program and that the NH RTP Funds will be staying with the trails community in NH. We want to thank Governor Lynch for his continued support of the Statewide Trail Systems in NH. Several other states have been told their funds are going to highway projects but we are very fortunate to have the support of Governor Lynch and his staff for trails in NH.

NH has been confirmed to already be fully eligible for the FY13 Federal Funds (a State’s Trails Advisory Committee must meet at least once annually to be eligible. Our STAC met 3 times in FY 12).

Hope you are all enjoying your summer trail season. Thank you to all of you that helped work with our Congressional Delegation to continue supporting the RTP in the new Highway Bill.
